The West Manchester Library was started in January of 1961 through the assistance of the West Manchester Lions Club. The club solicited the Preble County District Library for membership. The library was designated as a Library Station during the first year. In 1962 it became a branch of the Preble County District Library system. That year, the West Manchester Branch owned 500 books.
The library was housed in the telephone building on Main Street and moved to the first floor of a home on North Street in 1978. In 1984 the library moved to the former grocery building on Main Street but was forced to vacate after a minor electrical fire in January, 1989. After moving into an emergency, temporary location in a home across the street, and with no permanent place to go, the library faced closure. Fortunately, the library was to move into its current location in the former elevator offices on High Street by trimming its collection to fit the space.
